Overview: Transitioning front line public service organisations to new organisational and operating arrangements.
Headlines: Wallace Walker was engaged separately by the Chief Inspectors for Care and Social Services (CSSIW), Health (HIW) and Education (Estyn) to assist with major organisational reviews aimed at transitioning each inspectorate to new organisational arrangements. This involved us working with each Chief Inspector and their senior management team, and facilitating them through a tried and tested methodology for organisational design and development. Key external drivers included a requirement to respond to developments in national policy, new national frameworks for inspection and regulation, growth of self-evaluation models, a drive to more joined-up working, and an efficiency and public value agenda. Internal drivers for change also existed as a direct result of each inspectorate's evolution under previous organisation and management arrangements.
Technical capabilities provided: Organisational design and development / Providing practical support to senior managers when confronted with a complex agenda of change / Supporting senior management teams to work collectively and focus on strategic issues.
Duration: (Oct 07 - Mar 09) 18 months.
Measure of success: Each of the three inspectorates is now successfully transitioning to new organisational arrangements. Wallace Walker was subsequently engaged by the Wales Audit Office to undertake a similar review.
